		<description>Docomo and Telenor are big players in their parent markets and would have probably paid top dollar, IF they were allowed to participate in the allocation process. The issue here is of letterpad companies with absolutely no infrastructure or funds somehow getting priority for spectrum allocation. 

Docomo and Telenor cannot directly pick-up spectrum, thanks to the FDI rules. Letter-pad companies like Swan telecom make their pot of gold by picking up spectrum on the cheap (Raja ensures this)  and then selling out stake for bloated figures to the likes Docomo.</description>
